Reasonable lifetime term limits
U.S. senators serve no more than 12 years; U.S. representatives serve four-year terms for no more than eight years; and total congressional service may not exceed 12 years. North Carolina legislators and Council of State officials also serve under clear lifetime limits.
Firm campaign-spending limits
Every office has one exact ceiling for the complete election cycle. A legally required runoff permits one additional 15% allowance. The ceilings are maximums—not recommended campaign budgets.
One accountable campaign
Every paid effort intended to elect or defeat an identified candidate must be authorized, paid for, valued, and disclosed through the official candidate campaign. Parties, outside groups, personal funds, loans, donated services, and disguised campaign advertising count toward the same ceiling.
Equal and independent enforcement
The same rules apply to every candidate and party. Independent enforcement audits campaigns, investigates evasions, publishes findings, and imposes penalties greater than the benefit of breaking the rules.
